Insurance Transparency Authority Library
Credibility comes from letting readers move directly from a reform proposition to the statute, rule, form, case, or official court source that supports it.
This library should function as the source-of-truth layer behind the public pages. Each reform proposition should link to an official authority and clearly distinguish current law from Awake Foundation's model proposal.

- Quote current operative law only after checking the official source.
- Label legislative findings separately from operative statutory text.
- Label a party's litigation position as a position, not as adjudicated fact.
- Use cases for their actual holdings, not the broadest proposition suggested by a factual summary.
- Archive historical rule versions but do not mix them with current practice.
- Every model provision must be visibly marked PROPOSED.
Public-library objective: a reader should be able to click from “why this reform is needed” to the exact authority that demonstrates the current architecture, then return to the proposed repair.
